Abdula sets down initial marching orders during first ManCom meeting

DA-Bureau of Agricultural Research (BAR) newly designated OIC-director Dr. Sailila E. Abdula presided over the first DA-BAR Management Committee (ManCom) meeting under his leadership on 15 August 2022 at 4F DA-BAR Conference Hall, Quezon City. 

Dr. Abdula laid out his initial marching orders as well as specific instructions relative to the bureau’s current initiatives. On the inclusive and transformative research for development (R4D) framework, he suggested revisiting the pillars and modifying the framework structure accordingly. Further, he also touched on the Yamang Lupa: Sustainable Community-based Action R4DE for Livelihood Enhancement, Upliftment, and Prosperity (YL: SCALE UP) program, suggesting the institutionalization of policies on the level of local government units. 

These came after the presentation of DA-BAR assistant director for Programs Joell H. Lales on the bureau’s corporate briefer. Giving the new director an overview of the bureau’s mandates and services, the briefer presented the bureau’s vision and mission, agriculture and fisheries R4D investment in the past six years, organizational structure, inclusive and transformative R4D framework, reform strategies, and its major and current initiatives. 

Dr. Abdula also asked concerned units to develop a corporate AVP, as well as a short briefer. He instructed them to have these materials, if possible, in Filipino, for the general public. 

Following this was a series of brief presentations of the bureau’s major divisions, delivered by Research Program Development Division head Raymond Patrick L. Cabrera, Research Coordination Division acting head Amavel A. Velasco, and Knowledge Management and Information Systems Division head Salvacion M. Ritual. 

Other instructions of the director include all ManCom members to adapt a rotational scheme for the conduct of the ManCom meetings. 

“I might be dictating kapag ako iyong nag-preside. Maganda sana na iikot natin,” directed Dr. Abdula, adding that the three divisions of the bureau shall be in-charge of organizing the succeeding meetings, to be presided over by their respective heads. 

Before he ended, Dr. Abdula expressed his intent to institutionalize a general assembly meeting to be attended by all employees, regardless of appointment status, to discuss certain policies being introduced or implemented by the government.
