Obligado designated as DA-BAR assistant director for research support services

With the issuance of DA Special Order no. 360, series of 2022 signed by Agriculture Secretary William Dar, Dr. Anthony B. Obligado now serves as the assistant director-designate for research support services.  He will be working with Joell H. Lales, assistant director for programs. 

As AD-designate for research support services, he shall primarily oversee the crafting and implementation of strategies and operations to improve the quality and efficiency of the bureau’s research support services and spearhead the development and enhancement of the bureau-wide systems and procedures. 

The existing units of the bureau to be supervised by Dr. Obligado include: Planning and Monitoring, Administrative Support Service, Finance, and International R&D Relations. 

“I envision the new designation as a function that will facilitate and assist the bureau in achieving its goals and targets in the short and long term,” he said. 

“To achieve the goals of the new designation, I intend to conduct regular meetings and consultations with concerned bureau personnel to discuss strategies and measures that will ensure delivery of services needed to make plans and aspirations a reality,” he added. 

Prior to his designation, AD Obligado was the chief of the DA-BAR Research Coordination Division—holding the plantilla position. He also led the now defunct Technology Commercialization Division for a decade. An animal science major, he previously worked at the DA-Bureau of Animal Industry and the Livestock Development Council. 

He earned his Doctor of Philosophy in Research in Environmental Science and Masters in Environment and Natural Resources Management from the University of the Philippines Los Baños in 2020 and 2008, respectively. 

Through the said special order, Lales, now assistant director for programs, is tasked to oversee the crafting and implementation of the research for development and extension plans, operations, activities, and outputs of the technical divisions to ensure its integration and harmonization with the bureau’s goals and strategies. 

He shall supervise the three existing divisions of the bureau: Research Program Development, Research Coordination, and Knowledge Management and Information Systems.
