Objectives

General Objectives:To study the production, market and policy structures of the milkfish industry in the Philippines in order to identify the constraints and opportunities for the future growth of the industry with emphasis on the adoption and impact of technological development using case studies in small-scale hatchery/nursery, grow-out production and processing systems that can be transferred or replicated in other parts of the Philippines. The specific objectives of the study are as follows:

  1. Documentation of the evolution of the milkfish industry in the Philippines, including recent trends in policies, institutions, technology and trade.
  2. Identify the policies, institutional and socioeconomic factors that has helped or hindered the adoption and uptake of various technologies and growth of the milkfish industry in the Philippines.
  3. Examine the production, market (supply-demand requirement in domestic and international markets), institutional, macroeconomic factors affecting the performance of the milkfish industry in the country.
  4. Assess the role of research and technology transfer in the development of the industry in the Philippines.
  5. Develop profiles of production and post-harvest technologies for milkfish, and examine their social and economic viabilities and environmental sustainability.
  6. Formulate an extension roadmap based on the results of the pilot-tested production and post-harvest technologies that were prioritized for poor and smallholder operators

The goal of the project is to increase food production by introducing and fine-tuning intensive crop-based farming systems, dissemination to farmers selected peanut, chickpea and pigeonpea technologies, strengthening research capacities of institutions.  The project will expand its R&D activities and support services to other regions for increased and sustainable levels of productions of legumes as well as other crops including livestock.  The experiences and lessons learned from the project will have applications in other semi-arid areas of the Philippines as well as other countries where ICRISAT has similar interest and mandate.

Accomplishments:

Package of Technology (POT) for Asha peanut production under Region 02 field conditions was developed and promoted through IEC materials production and distribution, trainings and farmers briefings, field days and TV airing.A total of 333 stakeholders (183 farmers, 91 ATs and 59 MAOs and MAFCs) were trained in the 5 batches of ASHA production training conducted by DA-CVIARC in the province of Isabela, Cagayan, Nueva Viscaya and Batanes in 2006Due to strong promotion of the variety, Asha is now being planted nationwide (Regions 1,2,3,4,5, 8, 10, CAR)Asha is now registered as NSIC Pn 15 in December 2009 after complying to valid trials in NCTCapability building: In May 2005, two CVIARC attended a one month training on Peanut Asha production and crop improvement at ICRISAT, India

General:To promote food security and improved nutrition in selected rural households in the Philippines.Specific:

  1. To gather information on existing indigenous vegetables and their utilization in the target areas;

Accomplishments:

Establishment of demonstration fields, field day and participatory evaluation in Region 5, 8 and 10. To introduce the farmers and rural household in the target areas to indigenous vegetables and their potential for utilization, demonstration fields were set up in the target areas. A field day for farmers, vendors, housewives and school children, were conducted in each target site. These introduced the target clients to several indigenous vegetables.Participatory evaluation of indigenous vegetables planted in the demonstration field were conducted during the field day. The RETA 6067 participatory evaluation model was adopted.Training of trainers - A total of 10 researchers came to AVRDC for training in various aspects of vegetable production with emphasis on indigenous vegetables. The training program included lectures, hands-on experience and field visits.

General:To help improve farmers’ productivity by improving their access to and application of rice and other related knowledge, through the use of alternative models of technology transfer combined with relevant ICT.Specific:

  1. To test and develop approaches in dealing with the range of problems faced by farmers and how best to make these options more widely known at the village and municipal levels through the use of ICT
  2. To study the effectiveness of computer-based information and knowledge dissemination to rural farmers and extension workers
Accomplishments:

The project looked at how to improve farmers’ productivity by improving their access to and application of rice knowledge through ICT and participatory technology delivery methods. It aimed to test and develop  pproaches in dealing with the range of problems faced by farmers and how best to make these options more widely known at the village and municipal levels through the use of ICT. It also studied the effectiveness of computer‐based information and knowledge dissemination to rural farmers and extension workers. Pilot areas (5 municipalities and 8 villages) were identified and provided with cyber‐units where they can access the Rice Knowledge Bank. The project collaborated with local government units, state colleges and universities and nongovernment organizations in the implementation of the project. Trainings were conducted to farmers, agricultural extension workers and youth. Several RKB Fact sheets were translated into local dialects to promote and improved access on agricultural technologies by farmers. The use of the Rice Knowledge Bank as a complementing tool to existing extension methodologies has helped increase the awareness of farmers and improved their rice production strategies. It also added value to the efforts of extension workers in promoting and transferring technologies to farm communities. The experiences from pilot areas showed that this can be effectively done but need to be further tested. Several studies have indicated the initial positive results of the project which needs further validation at a wider scale (municipality level).

Objectives:

As a consequence of the conclusions derived from Phase 1, the proposed Phase 2 aims to implement the project in four other areas in the country to complete the geographical coverage of the study while picking up from the findings of Phase 1 and pursuing the recommendations obtained in the Project Phase 1.The objectives for the Phase II implementation of the project include the following:

  1. Assess current fisheries management practices and synthesis of experiences and lessons learned on local-level management of small-scale fisheries in selected/relevant Philippine sites
  2. Recommend  strategies for sustainable fisheries and prototype implementation of potential EAF and EAA activities

Improved local-level management of small-scale fisheries in selected/relevant Philippine sites and other relevant institutions in management of the fisheries sectorAccomplishments:The project was completed in August 2012. Key publications for the conduct of the two (2) phases of the project include a report on “Strengthening Governance and Sustainability of Small-Scale Fisheries Management in the Philippines: An Ecosystem-based Fisheries Management Approach” (January 2009-September 2011); and a policy brief on “Towards Sustainable Development of Small-Scale Fisheries in the Philippines: Experiences and Lessons Learned from Eight Regional Sites.”

Major Activities and Findings:

The project explored opportunities for implementing the appropriate measures for an ecosystems approach to fisheries (EAF) and ecosystems approach to aquaculture (EAA) as well as determination of how institutional arrangements affect user behavior and incentives. Some aspects of relevant organizations at the local/project site level were examined as their strategies can influence or lead to changes in institutions. Characterization of the biophysical and socioeconomic aspects of the marine environment was done. Failures and inadequacies in governance of small-scale fisheries are conspicuous, made evident by depleted fishery resources, degraded fish habitats, intensified resources use competition and conflict, post-harvest losses, limited institutional capabilities, inadequate and inconsistent fisheries policies and weak institutional partnerships.The project used a participatory system analysis (PSA) and risk assessment to have a systems view of fisheries problems and issues. Of the issues identified as in the case of Lanuza Bay, habitat degradation and low income of fishers have the highest risk values, while inadequate policies and weak institutions, and post-harvest losses have the lowest risk values. Hence, it is being suggested that management interventions may focus on activities related to the conservation of coastal habitats, as well as livelihood projects to increase income.The project also found out that although there are suitable governance arrangements in place, there needs to be better clarification of management functions between the various bodies at different administrative levels. Up-scaling small-scale fisheries management and expanding institutional partnerships are also beneficial. The projects proposed six ‘core’ strategies to promote the sustainability of small-scale fisheries – (1) sustain; (2) protect; (3) develop; (4) capacitate; (5) institutionalize; (6) communicate. Training/workshops and stakeholder validation, IEC/Advocacy and a National Consultation/Summit have been conducted to initiate and improve the local-level management of small-scale fisheries in selected Philippine sites.

The overall goal of the project is to strengthen governance and sustainability of small-scale fisheries management in the Philippines.  Specifically, the project aims to:

  1. Assess current fisheries management practices at different levels of governance  and identify best practices, if any;
  2. Recommend appropriate strategies for sustainable fisheries resources management; and

Capacitate local government units (LGUs), communities and other relevant institutions in improving the management of the fisheries sector in the project sites in particular and the Philippines in general

Accomplishments:

A customized National Aquatic Ecosystems Information System (NAEIS) to organize and store raw data was initially developedA synthesis of fisheries management practices including coastal community needs, livelihood strategies/options and resource status was generated from the rapid appraisal and site validation (Four technical reports produced per study site, 17 research papers were also indentified with regional research partners as lead authors)Developed appropriate management schemes, including identification of technical requirements and institutional design, for improved management and rehabilitation of coastal fisheries and aquaculture that that reflect the community needs and resource statusPotential policy recommendations were identified during the stakeholder validation workshops (included in the site technical reports)

  3. To disseminate technologies/information via techno-demo and field days; and
  4. to conduct short-term training and/or visit of DA regional staff including BAR to ICRISAT headquarters and related areas
Accomplishments:

Adaptability Yield Trial on PeanutAfter planting and harvesting of the first trial in July-December 2009, significant output of the project was derived despite delayed planting in some regions due to unfavorable weather condition. First trial (fall under wet season cropping) results revealed that ICGV 00350 and ICGV 99046 peanut lines were consistent high-yielders among the four (4) ICRISAT entries evaluated. Noticeably, these two promising selections significantly out-yielded most of the national and local check varieties and even Asha or NSIC Pn 15 in almost all the test stations. This is because of the good podding behavior, shelling recovery, seed size, and ideal plant height of the said peanut lines even during wet season. Accordingly, it is recommended that the two promising ICRISAT lines will be considered for further yield and adaptability test on-station and on-farm to further determine their performance during dry seasonAdaptability Yield Trial on Pigeon peaBased from the initial results of the trial, both the short and medium-long duration pigeonpeas grown in region V (Bicol) and regions IX and X (Mindanao) bear flowers and developed into pods while in the Visayas, some of the genotypes bear flowers but did not developed into pods and some did not bear flowers and pods.In summary, only four genotypes (ICPL 88034, ICPL 88039, ICPL 81 and ICPL 161) bear flowers and developed into pods in all locations. These genotypes produced a seed yield of 0.87 t/ha to 1.28 t/ha. On the other hand, although ICP 7035, ICPL 87091, ICPL 87051 and ICPL 87119 did not performed well in the Visayas, these genotypes performed better in Region V, IX and X. ICP 7035 recorded about 8.47 t/ha green pod and 2.85 dry seeds; ICPL 87091 registered a pod yield of 3.94 t/ha and a seed yield of 1.34 t/ha; ICPL 87051 registered a pod yield of 7.48 t/ha and a seed yield of 2.64 t/ha; and ICPL 87119 registered a pod yield of 5.61 t/ha and a seed yield of 1.96 t/ha.Adaptability Yield Trial on ChickpeaResults of the adaptability yield trials of the different chickpea variety showed that trials conducted at DA-RFU 10-NOMIARC, Dalwangan, Malaybalay City, Bukidnon had very encouraging results and has a bright future for chickpea production.  Initial results revealed similar performance of chickpea with those in BenguetProvince.  It was further noted that the agroclimatic conditions of the area is ideal for chickpea production.

Objectives:

The overall aim of the project was to adapt and transfer/promote suitable peanut, pigeonpea and chickpea variety/technologies to diversify food production.Specific objectives:

  1. To further evaluate adaptability and agronomic performance of peanut, pigeonpea and chickpea variety at the farmer’s level;
  2. To conduct on-station seed production using production area of selected RIARCs;
  3. To disseminate technologies / information via techno-demo and field days; and
  4. To enhance the capacity of DA regional staff, including BAR through training and scientific exchange.
Accomplishments:

PeanutThe adaptability and on-farm trial (OFT) on Peanut exhibited varied results for all seven (7) regions with ICGV 99046, ICGV 00350 and NSIC Pn 11 (Namnama 1) as the best performing varieties. All three varieties delivered the highest mean pod and bean yield. During the wet season,  NSIC Pn 11 delivered the highest pod yield of 2714kg/ha followed by ICGV 99046 with 2211kg/ha then by ICGV 00350 with 2147kg/ha.  However, the results changed during the dry season as ICGV 99046 performed best with 2113kg/ha out-yielding NSIC Pn 11 which delivered an average of 1923kg/ha only for all seven regions. ICGV 00350 on the other hand gave 1947kg/ha yield during this season. ICGV 99046 s recommended only to farmers with longer planting season as it requires more days before it reaches maturity. Otherwise, it is suggested to plant ICGV 00350 as relay crop with shorter planting period. In general, the ICRISAT peanut varieties delivered higher volume of harvest as compared to the farmer’s variety.PigeonpeaFor the phase II of the project, ICPL 88034, ICPL 7035, ICPL 81, ICPL 88039 and ICPL 87051 was tested on-farm and compared with the farmer’s variety. In general, ICPL 88034 (976kg/ha) and ICPL 88039 (915kg/ha) from ICRISAT showed promise out-yielding the existing farmer’s variety (597kg/ha). Anyhow, it was also noted that the performance of the crop can be greatly influenced by temperature and other agro-climatic conditions. It is recommended to grow pigeonpea only during dry season as it can be easily damaged by rain.ChickpeaThe result of the On-Farm Trial of chickpea in Region 10 in Bukidnon managed to harvest 824 kilograms of ICCV 93952 per hectare. On the contrary, Region 1 was not able to harvest chickpea as the crop started to wilt during the flowering the stage and eventually died when the temperature in the region suddenly increased. It was concluded that rapid increase in temperature or abrupt change in environmental factors can lead to low pod development or even death of the crop. It is recommended to plant chickpea only in the cooler areas with minimal amount of rainfall.
