Since its implementation, the Community-based Participatory Action Research (CPAR), one of the banner programs of the Bureau of Agricultural Research (BAR), served more than 11,000 farmers and fisherfolk cooperators in 549 project sites. Through the rigorous monitoring and evaluation done by BAR, the program impacts were documented and re-echoed in the agriculture and fisheries R&D community. This inspired the bureau to organize an activity that the farmer and fisherfolk cooperators themselves will share and recount their stories of success. Thus, the First National CPAR Congress was organized.
